       On September 5, the reporter learned from State Grid Aksu Power Supply Company Limited (the Company) that the Company's first electricity-carbon emission integrated meter (the "electricity-carbon emission meter") had been put into service at the 220kV Baishui Substation. The first pilot application of the electricity-carbon emission perceptive measurement device in the Xinjiang region has provided us with a "display" of the "otherwise invisible" carbon emissions values.

The Company staff successfully completed the first electricity-carbon emission meter pilot project in the Xinjiang region.

　　When it comes to conventional carbon emission accounting system, there are a range of issues, such as slow updating rate, inconsistent accounting criteria, and outdated basic emission factors. However, in the new era, higher requirements have been put forward for the accuracy, timeliness, consistency, comparability, and transparency of carbon emission accounting data. In response to these new requirements, the Company's electricity-carbon emission meter can dynamically calculate and update the accurate values for the carbon factor (the average carbon emissions per kilowatt-hour of electricity) based on the actual measurements of the power system, without the need to modify the existing architecture of smart meters. It also provides users with an "electricity bill" along with a corresponding "carbon emission bill" for their electricity consumption. The new meter can calculate and provide real-time information on the carbon emissions generated by an enterprise through electricity consumption, helping the enterprise to gain a more intuitive understanding and control of relevant data, and optimize its production and electricity consumption measures based on the carbon emissions. The meter also features refined management of power plant material input, allowing for a detailed breakup of carbon emissions. It can automatically acquire and update meteorological data, taking into account the impacts of temperature, season, weather, and other factors on power generation from new energy sources, and laying the foundation for multi-dimensional prediction and accurate release of carbon emission factors.

　　It is learned that the pilot application of the electricity-carbon emission meter includes four source-side electricity-carbon emission meters, one grid-side electricity-carbon emission meter, one user-side electricity-carbon emission meter, and one electricity-carbon emission meter communication terminal. The application of the perceptive measurement device will enable accurate tracking of carbon emissions during the transmission of electricity to the user side, and support real-time monitoring of grid-side carbon emission intensity at the substation. In addition, it will help each power user raise awareness of the 'environmental cost' generated by its electricity consumption, to systematically promote low-carbon transformation and carbon emission reduction in various industries. This move marks the transition from macro accounting of electricity carbon emissions in a region to precise data measurement, thus providing strong data support for low-carbon transformation.

　　Next, the Company will continue to further explore the technologies for carbon emissions measurement in the power system, expand the pilot scope to cover more power sources, user types, and industry categories, in a bid to achieve accurate carbon emissions measurement, and promote the practical application of electricity-carbon emission measurement as soon as possible.
